Commentary
Parentage:
On both his 1851 and his 1856 marriage certificates, William’s father is recorded as William Harper, labourer.
The censuses give this relevant information on his age and place of birth:

1871 (2 Timm St Yard, Stourbridge; taken 2 April): age 38, born “Staffordshire Potteries”
1881 (Court 4 Worcester Street, Kidderminster; taken 3 April): age 50, born “Stafford Potteries”
1891 (Mill Street Court 8 no 8, Kidderminster; taken 5 April): age 64, born Stoke on Trent
There is a wide variation in age, and some vagueness in place of birth. William himself was probably the informant in 1861 and 1871. In 1841, the informant was probably his father. In 1851, 1881, and 1891, it was probably the unrelated owner of the house he was lodging at. At least some of the ages were probably estimates by non-relatives.
Two William Harpers were born in the right place and time to be consistent with the date and place of birth given in the censuses: they were cousins, born to two brothers in about 1831 in Fenton, one to William Harper and his wife Sarah, and the other to Thomas Harper and his wife Elizabeth. Although they were born in the same place in 1831, it is straightforward to distinguish them in later censuses because of their associates, and also because of baptism and marriage records. The son of Thomas stayed in Fenton, and the son of William moved to Worcestershire.
Thus the evidence that William was the son of William Harper and Sarah, born 15 July 1831 and baptized 17 July 1831 at the Longton Circuit Methodist New Connexion chapel, is reasonably good and consistent. The baptism record specifies that William’s father William was of Penkhull in Stoke upon Trent, labourer, and that his mother Sarah was the daughter of James and Ann Bradshaw of Forsbrook.
There is also good DNA evidence that William is the son of William Harper and Sarah Bradshaw. I am a paper-trail descendant of the younger William, and I share DNA with three paper-trail descendants of William and Sarah’s daughter Ann (12 cM over 1 segment, 20 cM over 2 segments, and 32 cM over 2 segments).
