Gun licences, in America and elsewhere, should depend on gun safety and proving the lack of a criminal record. Perhaps on proving good mental health as well, but this should not be pushed too far as long as one does not have a criminal record. Just simply having no glaring red flags go up should be enough.
Just like you need to learn to drive to get a license to drive, you should need to take a gun safety course to get a gun licence.
However, if you are ex-military or presently serving military, or have held a job requiring gun training, the job and a recommendation from one's boss or superior officer should be a viable, even preferred, substitute for the gun safety course.
If one is ex-military or presently serving military, the gun safety training should be a nonissue. I can't imagine better gun safety training than the kind you get in the military.
Finally, personal training by a close older family member serving in the military or honorably discharged, if they have no criminal record, should be a preferred option for the gun safety course. I can't imagine better gun safety training than the kind you get from your dad or uncle who has served and had military weapons training.
An emphasis on gun safety could go so, so far in preventing tragedies, and in increasing the effectiveness when people wish to possess a gun to defend themselves.
