The Lend-and-Lease Act was singed on March 11, 1941. This allowed the U.S. Military administer foreign aid to nations during World War II. The aid includes, food military force, etc. But this only happened when and if the President declared that the nation is valuable These allies include, Britain, France, China, Denmark, just to name a few.
