The Barbary Wars started in 1801. and ended in 1815. Merchant ships were continuously being attacked by the Barbary States that included Morocco, and parts of the Ottoman Empire: Algiers, Tunis, and Tripoli. Jefferson and Madison were solely trying to protect their merchants and goods in order to keep the money and trade services flowing constantly. As for foreign policy, the Barbary Wars are related to such because this war started over trade and the United States were fighting North African pirates so they would give back our traders.
