The Monroe Doctrine of 1823

The Monroe Doctrine was President James Monroe's annual message to

Congress warning European powers not to interfere in the affairs of

the Western hemisphere, where the United States is located. South America,

as well as Mexico is located in the Western Hemisphere. This caused conflict to

other nations considering some non-western locations had territory on the western hemisphere.
