The U.S allies and enemies had very different goals for World War I. All countries had territorial aims. It was to evacuate the Germans from Belgium, to rescue Alsace-Lorraine to France, for Italy to get the Trento, and so on. The enemies which is the central powers wanted power and the German wanted to cripple French military. The foreign policy changed because we changed from a regional power to a semi-global player that embraced idealism making the world safe for democracy. This did not last and they changed it.
