Fighting began in Croatia in 1991 when Croatia and Slovenia declared themselves independent from Yugoslavia. The UN became involved in situation September 25th, 1991 after expressing deep concern for the country and called all states to implement immediately a "general and complete embargo on all deliveries of weapons and military equipment to Yugoslavia." A cease-fire was made between the Yugoslav parties, but it was broken. A group of military, police and civilian personnel were deployed to assess the situation. UNPROFOR could not establish peace and security for refugees and displaced persons to return to their homes. The military structure of UNPROFOR was rebuilt under three commands: UNPROFOR Croatia, UNPROFOR Bosnia and Herzegovina, and UNPROFOR former Yugoslav Republic of Macedonia.
