How It Affected the Philippines

The war was chaotic on both sides with the US burning villages to Filipino fighters torturing captured soldiers and intimidating civilians who worked with American forces. Over 20,000 Filipino combatants and more than 200,000 civilians on the Filipino side died from disease, violence and famine. As fighting went on, the colonial government established the "Policy of Attraction" that permitted a great degree of self-government, implemented plans for economic development and introduced social reforms. The program significantly helped the US's effort to win the war.
