The Quota Act of 1921 limited immigration from each country to 3% of the total number of those who immigrated in 1910 and set a yearly limit of 35,000. On March 19th, 1920, the United States senate rejected the Treaty of Versailles for the second time! Representatives from each country signed the treaty in June 1919; but in order to truly accept it, Congress had to ratify it. By 1920, the US national income was higher than the incomes of Britain, France, Germany, Canada, Japan combined. This was a result of the US having more steel, cloth, coal, food, & resources than anyone. Then once FDR stepped into office, he created the "Neutrality Act" on August 31st of 1935. This law would require American vessels to have license for firearms, restrict US citizens from sailing on ships to hostile nations, and avoid any actions that would get the US involved in war.
