Cash and Carry

Shortly after World War II began to arise, President FDR worked with Congress to come up with many different solutions. The Cash and Carry was a policy requested by the United States President Franklin D. Roosevelt at a special session of United States Congress. The ideal of the Cash and Carry was to replace the Neutrality Act of 1936 and 1937. In this act, pertained materials could not be used in war efforts. Also the United States would only be aiding Britain, and France. These countries had control over the seas and were able to take advantage of provision.
