  • In 1921 when President Harding was inaugurated he did not adopt the previous foreign policy and views of President Wilson and was urged Congress to pass the immigration law.

  • The Immigration Act of 1924 passed to limit the amount of immigrants were accepted in the United States allowing 2% of the population from each country but completely excluding Asian immigrants. President Wilson opposed to this act and supported a more liberal way of living and accepting foreigners. (Immigrants from Asia arrived on Angel Island while immigrants from Europe arrived on Ellis Island)

    • Ultimately the Great Depression in the 1930's and tragic losses in the economy contributed to the shift of American opinions away from isolationism although they still advocated for non-involvement in European and Asian conflicts.

    • 1932 Secretary of State Henry Stimson created the Stimson Doctrine due to events that had occur in Asia which stated that the United States would not abide by the naval limitations agreements, possibly sparking a naval arms race.
