Creating the Doctrine

On December 2, 1823 current President of the U.S. , James Monroe presented the new U.S. policy towards the political order of the U.S.'s developing role in Europe.

There are cases where the Doctrine is extended for external use. Secretary of State William H. Seward attempted a unusual use of the Doctrine, in hopes of avoiding the Civil War. His idea of using the Doctrine was launching an attempt to liberate Cuba to bring the attention else where. However Lincoln turned down the idea.
