James Monroe, the fifth president of the U.S. was born April 28, 1758. He made the Monroe Doctrine in his seventh annual address to the Congress of the United States.

Secretary of State John Quincy Adams was born July 11, 1767. He opposed a joint declaration and convinced president Monroe to make a unilateral declaration of American Policy which is known as the Monroe Doctrine.
