How did the Doctrine shape the Foreign Policy

President Monroe’s Doctrine became a cornerstone of American Foreign Policy. The Secretary of State John Quincy Adams influenced the overall shape. In 1821 the Russian Czar has proclaimed that all the area in the North of the 51 parallel and the extending 100 miles into the pacific would be off limits to any non-Russians. Adams refused to accept the claim proposed by the Russian Czar. He told the Russian Minister that the U.S would defend the Policy that the American Continents are no longer subjects of any new European colonial establishments.
