I like your list of questions and wholeheartedly agree with your insight that we need to understand what we're trying to solve before we propose solutions.
I think there is one other question that should be included: "What are the standards, laws, and regulations that we need to follow in formulating our electronic communications policy?"

I've been working through a plan for our meeting Thursday. I'd like to spend the time defining the problem and capturing our current state. My experience with humans is that we generally go off trying to find solutions before we understand what we're trying to solve deeply enough. So, think on these things:
- who are our audiences? Define the various personas
- what do they want/need?
- why do they want/need this?
- what frustrates them?
- how does this issue relate to the overall mission of the FP?
- what is the current state?
- what works well
- what isn't working
- what assumptions are we making about this situation?
- other questions?
I am guessing it will take us the evening to really talk through these. We will likely leave the meeting needing to get information to fill holes in our knowledge and validate our assumptions. Once we have all this background, we'll go into solution mode in our next meeting. Does this sound like a good plan? Please share any feedback or suggestions.
No need to prepare anything... just wanted to plant some thinking seeds.
