Otoh Gunga, often referred to as Gungan metropolis or Gunga City, was a Gungan metropolis on the planet Naboo that was situated underneath the surface of Lake Paonga. It was initially constructed by the Gungans to keep away from their Naboo neighbors who lived on the surface. The Trade Federation attacked Naboo, and as their soldiers swept across the marshes, the Gungans were forced to flee the settlement.

Eirtaé relocated to Otoh Gunga in 28 BBY to investigate how technology has affected their art. After wrecking their own heyblibber submarine in 32 BBY, Boss Nass expelled the Gungan Jar Jar Binks from Otoh Gunga. Their soldiers assaulted the wetlands after the Trade Federation invaded Naboo, forcing them to leave Otoh Gunga. The Galactic Republic dispatched Jedi Master Qui-Gon Jinn and Padawan Obi-Wan Kenobi to the planet, where they encountered the pariah Binks and received permission to use a bongo submarine to reach Theed.

Following the Galactic Civil War, Yendor, a starfighter pilot for the New Republic, invited his fellow members of the Corona Squadron to a meal in Otoh Gunga, where a dessert was rumored to send one into a sugar coma. Due to his sorrow for Ciena Ree, a former classmate from the Imperial Academy who had died during the Battle of Endor, pilot Thane Kyrell decided not to join his friends.

The Gungan Empire's Otoh Gunga was a hub-and-spoke system of bubble-like structures constructed from Naboo's natural plasma and bubble wort extract. Around a million people lived in the metropolis, which was supported on the lake's bottom by substantial stone pillars. Fish, fish eggs, aquatic vegetation, and air bubbles served as the inspiration for the structures. The High Council resided in the city and oversaw the Gungans from the High Board Room.
