Male Gungan political figure and military general Jar Jar was pivotal in the infiltration of Naboo and the Clone Wars, which led to the collapse of the Galactic Republic and the establishment of the Galactic Empire. He was once shunned by Gungan society for his absent-mindedness and thoughtlessness, but he was able to win back the respect of his people by assisting in the formation of an alliance between Queen Padmé Amidala of Naboo and the Gungan leader Rugor Nass, which was essential to stopping the Trade Federation's incursion into their common homeworld. Following Amidala's elevation to the position of planet's senator, Binks represented his people as a junior representative in the Galactic Senate.

Jar-Jar Binks is the son of Josh R. Binks, a whaler. He had been inconvenient and impulsive since boyhood. The Binks family made it to a secluded land thanks to what he did. It is unidentified how Jar-Jar escaped along with what occurred to his parents afterward.
Binks struggled in vain to find occupation in the undersea city of Otoh Gunga until he encountered Rus Tarpals, the head of a gang of thieves. Binks joined the group, but Tarpals joined the military and the gang collapsed. Binks later obtained a job with the Boss of Nass (with the help of the same Tarpals), but he staged an explosion and was fired.
Binks lived in the swampy areas of the planet Naboo until he met two Jedi knights - Qui—Gon Jinn and Obi-Wan Kenobi. Qui-Gon saved Jar-Jar from the Trade Federation troops, and Jar-Jar, following the code of honor of the Gungans, considered it his duty to constantly follow his savior afterwards.
After learning that Qui-Gon and Obi-Wan needed to get in touch with Queen Amidala of Naboo, and tanks and armored personnel carriers of the Trade Federation landed on the planet, Jar-Jar overcame his fear and agreed to take his new acquaintances to the underwater city of the Gungans from Gunga. Arriving in Otoh Gunga, Jar-Jar and the two Jedi accompanying him were detained and introduced to the Boss of Nass by an old friend of the clumsy Gungan, Captain Tarpals. After listening to Qui-Gon and Obi-Wan, the Gungan king "incidentally" sentenced Jar-Jar to death, but Qui-Gon stops Boss Nass in time, claiming that, according to Gungan customs, Jar-Jar's life since his rescue belongs to the savior.
After the liberation of Queen Amidala from her escort droids, the Jedi and Jar-Jar went to Coruscant, but due to damage to the ship they were forced to land on the desert planet Tatooine, where they met nine-year-old Anakin Skywalker. After visiting Coruscant, Jar-Jar and the others returned to their home planet. After examining the deserted city of Otoh Gunga, Jar-Jar came to the conclusion that all the inhabitants had gone to the "holy place" and went after them. Jar-Jar facilitated the conclusion of an alliance between the Gungans and the land inhabitants of Naboo, for which the Boss of the Nass elevated him to the rank of general. As a general, Jar-Jar took part in the Battle of Naboo, which served as a distraction to liberate the palace and hangar in Theed. Above the planet, Anakin Skywalker destroyed the Trade Federation's control station, which led to the shutdown of its ground troops. After the victory, Jar-Jar took part in a celebration that marked the union of the Gungans and the land inhabitants of Naboo.
After the victory on Naboo, Jar-Jar flew to Coruscant and replaced Padme Amidala as a senator from Naboo in the Galactic Senate, when she temporarily flew to Naboo with Anakin Skywalker. In the absence of the Senator, Plenipotentiary Representative Binks decided to independently submit to the Senate a proposal to grant Supreme Chancellor Palpatine extraordinary powers to create the Army of the Republic — the army of clones. Palpatine used this as the first step towards the transformation of the Galactic Republic into a Galactic Empire.
Jar-Jar, realizing the mistake he made - the proposal to grant the Chancellor extraordinary powers, joined the "delegation of two thousand" — a group of senators who opposed the destruction of democracy and opposed Palpatine.
