The project was overseen by Dr. Royce Hemlock in the Mount Tantiss facility on Weyland during the Imperial Era. It was vital to the survival of the Empire, according to Emperor Darth Sidious. With Commandant Brendol Hux at the helm, the project was carried out by the Imperial Remnants in the New Republic Era.

Background/History Body: 

Project Necromancer was a covert clone research project that was very important during the Galactic Empire. This experiment was approved by Emperor Palpatine as part of the Republic Era cloning program. The Chief Scientist, Dr. Royce Hemlock, oversaw the work at the Mount Tantiss facility on Weyland. 

In the era of the New Republic, the leftover parts of the Empire kept going with the project. Captain Gilad Pellaeon brought up the project during a meeting with the Shadow Council. Commandant Brendol Hux was actively involved in the project and talked about its goal to bring in new leaders for the remaining Imperial forces.

The research revolves around transferring high M-counts, which are essentially a bunch of midi-chlorians, through blood samples between subjects. Since M-Count levels indicate one's connection to the Force, it seems like the people running Project Necromancer are aiming to make a clone with Force sensitivity.
