The Imperial Security Bureau (ISB) was at first formed in secret to snuff out rebel threats before they even became threats, similar to how the human body does to a virus. The  Imperial Security Bureau (ISB) had one agent per system in the galaxy. These agents oversaw everything, looking for any impurities to ensure that no rebel sparks came to a flame. The  Imperial Security Bureau (ISB) acted almost like a prewarning system for the Emperor. The  Imperial Security Bureau (ISB) grew from a handful of agents to over double the size of the Imperial Intelligence Agency in about 14 years. 

History/Background Body Paragraph:

Palpatine established the Imperial Security Bureau (ISB) as a secret law enforcement organization to maintain stability and root out enemies of the New Order and the Galactic Empire. Over the years, the ISB doubled in size, overseeing the dismantling of Confederate warships and martial supplies. Following the Clone Wars, the agency helped destroy and withhold vast amounts of Separatist propaganda, while Art Group agents were called in to remove troublesome artists who violated their artistic tenets. The ISB played a crucial role in maintaining the stability of Imperial territories.

By 5 BBY, the ISB had established a "war room" at its central office in Coruscant. ISB agents were assigned oversight over different sectors in the galaxy and regularly reported to Major Lio Partagaz. Some ISB agents, such as Lieutenant Blevin, jealously guarded their sectors and resented other colleagues, such as Lieutenant Dedra Meero, conducting investigations in their turfs.
