"Meritorious person"?

Dear all,

The English term "meritorious person" or "meritorious group" pops up frequently in the literature on social entitlements

in Vietnam (c.f. Priwitzer 2012), but I have yet to find anything in Vietnamese policy documents or media about "những

người xứng đáng," "người đáng thưởng," etc.

I'm therefore not sure what term is used to describe -- for example -- military veterans or state workers as meritorious/

deserving of special recognition by the state.

Could anyone supply the term and perhaps also a reference?
