Does anybody know of work done on policy and Management Councils 1986-92? In the history of policy towards SOE autonomy, marking the shift from the liberalising 217-HDBT 1987 to the recentralising trends of the 1990s (e.g. the recentralising treatment of 'own capital' and depreciation), 143-HDBT 10/5/90 attacked Managers’ autonomy by placing them under SOE Management Councils, whose powers the decree changed. Half of the membership was to come from outside the SOE and the rest was 'fixable' as they were appointed by the SOE Assembly on which Party and MO structures should have dominated. There is a Masters Paper by Che Tuong Nhu 1994 but generally this seems to have been largely ignored. There were lots of other things going on at the time, of course. But in terms of the formal policy record it does seem to mark the U-turn at that time, like 306-BBT of 1986. Political economy implications of all these are considerable. It was certainly not an emergent 'Yugoslav' model of self-management.
