Brown Flag?

Dear List,

In going through some research photographs from 2003 Tet celebrations in Orange County, CA, I found one that shows a plain brown flag. Though I probably shouldn't be, I'm curious about this flag and I've had no success with Flags of the World or other resources. In the picture, it's being flown with several others including the U.S. and Republic of Vietnam flags, and Olcott's Buddhist flag. The flags are all part of a protest statement against religious oppression in Vietnam and conceivably the brown flag has nothing to do with Vietnam or is some sort of personal symbol for the author of the scene. Then again, it could be quite common and I've just never seen it before. This is the only context in which I've ever seen this flag. If any one has a notion regarding the significance of a plain brown flag (the color of brown sangha robes) with no emblem, please let me know.

A Google search on 'brown flag Buddha' turns up http://www.pghh.org/teachings/overview.html referring to "The Hoa Hao Buddhist flag is rectangular in shape. The flag color is a maroon brown. There are no characters or pictures on the flag."
