I'm looking for references to studies (in English or French) of the history of social work, philanthropy, social welfare policies and criminal justice policies in Vietnam. I'm particularly interested in the period 1945-75 and 1975-mid 80s.

There's a bit about the history of philanthropy and social welfare in the north in Nguyen Van Thanh's chapter in Philanthropy and Law in Asia (San Francisco: Jossey-Bass, 1998).

For the south, Nguyen Thi Oanh has done some writing about this. Her monograph on the development of social work and western aid in the south may be available in a couple of libraries, and perhaps a couple of people have copies of her privately printed autobiographical notes. You might also check her textbooks on social work, child psychology and related topics, published in HCMC in the 1990s, which may include some historical material.

On criminal justice issues in the north, John Quigley (Ohio State) did some writing in the 1970s and 1980s on criminal law published in the American Journal of Comparative Law and a couple of other law journals. For the earlier period Bernard Fall's work will be of interest. Ta Van Tai may have more thoughts on studies of criminal justice, both south and north.

Some of the earlier literature on law in the north is discussed in New Directions in the Study of Vietnamese Law, 17 Michigan Journal of International Law 705 (1996) (Review of Carl Thayer and David Marr (eds.), Vietnam and the Rule of Law, Canberra: Australian National University, 1993).
