Re the suspension of Tuổi Trẻ Online: 1st a short clip in English from Human Rights Watch, and then longer reportage in Vietnamese from TT itself and a FB post. The VNG explanation of TT's misbehavior doesn't wash -- the story cited was no more transgressive than much of the daily fare in Vietnam's state-licensed but published-for-profit press. I suspect that the VNG just wanted to remind TT and its competitors that all of them publish only with the party/state's permission.

per HRW 0719, Vietnam does not have a specific law on public demonstrations, so authorities have used other statutes to prosecute peaceful protesters. The government recently punished a major online newspaper that reported on the need for a law on protests, showing its sensitivity to the issue. On July 16, Director General Luu Dinh Phuc of the Authority of Press under the Ministry of Information and Communications issued a decision to fine and suspend Tuoi Tre Online for three months for “providing untruthful information that caused serious consequence.” The newspaper published an article on June 19 titled “Vietnamese President agrees on issuing Demonstration Law” that “quoted President Tran Dai Quang as saying he agreed with the need for a Demonstration Law, and would report this to the National Assembly.”

TTO - Thực hiện quyết định xử phạt vi phạm hành chính của Cục Báo chí, Bộ Thông tin và truyền thông, báo Tuổi Trẻ Online (tuoitre.vn) sẽ tạm dừng hoạt động trong 3 tháng, kể từ hôm nay 16-7.

Báo Tuổi Trẻ Online sẽ tạm biệt bạn đọc trong 3 tháng
Ngày 16-7, cục trưởng Cục Báo chí, Bộ Thông tin và truyền thông Lưu Đình Phúc đã ký quyết định xử phạt vi phạm hành chính trong lĩnh vực báo chí, xuất bản đối với báo Tuổi Trẻ Online.
Theo quyết định này, báo Tuổi Trẻ Online đã thông tin sai sự thật gây ảnh hưởng rất nghiêm trọng trong bài viết "Chủ tịch nước đồng ý cần ban hành Luật biểu tình" trong ngày 19-6-2018 và thông tin gây mất đoàn kết dân tộc trong phần bình luận (comment) của bài viết "Sao trong quy hoạch chưa thấy cao tốc cho miền Tây" đăng từ ngày 26-5-2017.
Quyết định buộc báo Tuổi Trẻ Online phải cải chính, xin lỗi đối với những thông tin sai sự thật, gây mất đoàn kết dân tộc; tước quyền sử dụng giấy phép hoạt động báo điện tử do Bộ Thông tin và truyền thông cấp trong thời hạn 3 tháng.
Đồng thời, báo Tuổi Trẻ Online phải nộp phạt tổng số tiền 220.000.000 đồng.
Chấp hành quyết định xử phạt trên, Tuổi Trẻ Online sẽ tạm biệt bạn đọc trong thời hạn 3 tháng, tính từ hôm nay 16-7.
Trong thời gian này, Tuổi Trẻ Online sẽ thực hiện nhiều công việc kiện toàn tổ chức nhân sự, tiếp tục cải tiến nội dung, hình thức để khi trở lại sẽ phục vụ bạn đọc tốt hơn.
Tuổi Trẻ Online gửi lời xin lỗi đến toàn thể bạn đọc vì không thể phục vụ bạn đọc trong thời gian này.
Xin được trân trọng cảm ơn tất cả tình cảm của các cơ quan quản lý cùng bạn đọc gần xa đã và đang dành cho Tuổi Trẻ Online.
Xin tạm biệt, chúng tôi luôn nhớ bạn đọc của mình.
