The Vietnam Center recently acquired a copy of Who's Who In Vietnam dated 1974. It is 500 pages in length and includes a wealth of detailed information about 760 people. We have already digitized this document and will be making it available online in a week or so. If anyone is in need of biographical information before it is posted, please let me know and we will be happy to share whatever information we can.

So you can see the kind of information this resource includes, I have attached here a copy of the index and sample biographies.

Dear all,

Whether there is a connection or not, I remember having had

in hand a few years ago a very similar document produced by

the French on whoever they considered 'worthy' of their

attention, including pictures. That report was located

within the Indochine section of the Service Historique des

Armées de Terre in Vincennes (aka the Military Archives).

Tran Tuong Nhu, who's on this forum, kindly loaned me a photocopy of "Souverains et Notabilites D'Indochine," Editions du Gouvernment General de L'indochine, IDEO - 1943.

112 pages, short bio notes with photos.

The announcement on the front page states that "Indochina, almost singularly in Asia, does not have any such publication similar to a "Who's who." The English words "Who's who" were used.

The announcement asked for help in correcting entries or adding information, and directed interested parties to the "Service Information-Propagande-Presse du Gouvernment general, 6 rue Pierre-Pasquier, Ha Noi.

I think the Who's Who in Vietnam was created by the Saigon (American) press corps. American journalists had their own ideas of who was significant (or not) and would not have included some personalities that were well known to Vietnamese but not to themselves.

Maybe you're referring to Duc's message rather than mine.

In any case, the documents at Vincennes I'm referring to

are not published, they have been produced around 1951 by

Direction des Services de Sécurité, and are thus stamped

"secret".

Baron's publishes, or once published, a Who's Who in Vietnam edited by John L. Pellam. I reviewed the 1999 edition for Crossroads.

While this resource is in English and was obviously intended for an American audience, actually, the publisher is Vietnam Press, which was Vietnamese owned, I believe. The document states:

"Selection of distinguished persons for the book was based upon the following criteria: Those who are holding elected positions or high-ranking government posts, and those who have scored outstanding achievements in social, cultural, and economic domains."

The editorial staff was all Vietnamese and included Tran Van Ngo, Nguyen Huynh, Nguyen Van Toan, and Le Trung Hieu.

All of this information is located on page two of the document I originally attached. There is no indication that American journalists influenced the selection of the entries. To me, it would make sense that they would rely on the Vietnamese editorial staff to make sure the list was as complete as possible. This appears to be Vietnamese selecting Vietnamese for inclusion.
