I stumbled across some old JPRS Vietnam Reports online, by old I mean early 1980s, scanned into PDF format. You can find them by going to the website of the Defense Technical Information Center, http://www.dtic.mil/ and typing Vietnam report in the search box.

I just found it so am not sure how extensive are the JPRS-Vietnam reports or their date range that can be found here.

I am still searching, finding some JPRS Vietnam reports in the early 1990s. JPRS stopped publication around 1996. Here is the JPRS report that translated Tran Van Tra's Vietnam: history of the bulwark theater, vol. 5, Concluding the 30-years of war:

The full text of the SRV Criminal Code as promulgated in 1985 (since revised and updated, of course), can be found here:

In later years the JPRS become incorporated into the East Asia: Southeast Asia report, so better to search for these later ones by typing JPRS Southeast Asia into the search box.
