I'm one of the Southeast Asian reference librarians at the Asian Reading Room of the Library of Congress. I just wanted to follow up on a question you had raised on VSG about digitized RVN newspapers. There are a number of dailies at LC, but unfortunately they are not digitized yet. However, your student can make an interlibrary loan request via the university library. In the past, we've lent out several microfilm reels at a time to researchers at different universities.

I’ve been meaning to acquire some copies of Tin Sáng for a while, but it’s stubbornly remained further down the list of my current priorities.

Tin Sáng is of particular interest because its publisher, Ngô Công Đức, was forced into exile by the Thiệu government, but chose to return after “4.30.” He was indeed Catholic, but was also an opposition leader in the Assembly. He regularly denied that he was a Communist, but, remarkably, he was able to resume publication of Tin Sáng in August 1975, continuing until the government decided that the time had come to retire it in 1981.

The Library of Congress’s Asian Reading Room has copies under the identifier "Np 3440 Viet.” According to the LOC electronic catalog (search for “Tin Sang), the holdings include:

If anyone has any particular dates in mind, I could be persuaded to dig around. Personally, I’d be interested to see if Tin Sáng mentioned the "Mỹ Lai” massacre investigation, a subject that seems to have been mostly taboo for Saigon newspapers.

"Non‐Communist Editor's Newspaper Is Flourishing in Ho Chi Minh City"

New York Times, Aug. 13, 1979

WASHINGTON, Aug. 12 — There was party recently in the unpretentious second‐floor offices of the newspaper Tin Sang on the edge of downtown Ho Chi Minh City. It was the independent daily's fourth anniversary. That a non‐Communist newspaper can flourish in Vietnam seems remarkable, and even more so because its editor is Ngo Cong Duc, a former member of the South Vietnamese National Assembly who was widely known for his anti-Communist views in Saigon, as Ho Chi Minh City used to be called. Mr. Duc, now 43 years old, was also known for his opposition to the Government of Nguyen Van Thieu, and in 1971 he was jailed for a few days and forced into exile when he charged the South Vietnamese Government with vote fraud. At the time he was the publisher of Tin Sang, then an opposition newspaper whose articles were often severely censored by the Thieu Government. During Tin Sang's days of opposition, President Thieu often ordered all copies of the newspaper confiscated, and it was shut down after Mr. Duc fled the country.

An affable man, Mr. Duc was pleased to renew an acquaintance with an American colleague the other day and to explain how he got where he was and what it was like. Ile returned from exile to Saigon on May 29,1975, he said, a month after the Communist takeover of the city.

“After a month or so,” he recalled, “I gathered my old friends together to discuss whether we could have an opportunity to reopen the newspaper.” At the time he was unsure whether the Government would agree since he, unlike others in Saigon who had been neutral, had not known any members of the Communist guerrilla forces during the Vietnam War. The Government gave its approval, Mr. Duc said, and he now believes that its leaders “wanted to give journalists and intellectuals an opportunity” to work within the new system. Tin Sang began publication again on Aug. 3, 1975. Mr. Duc said the initial money for its resumption came from his own pocket

With a laugh, Mr. Duc explained that although President Thieu confiscated his assets after forcing him into exile in 1971, he had managed to hide away some cash. He declined to elaborate. Tin Sang was an immediate success, easily selling out its press run of 3,000 copies at 20 cents each. Many more copies could be sold, Mr. Duc said, but severe shortage of newsprint throughout Vietnam limits the circulation. “After a year, I took back my money and now the newspaper belongs to the employees,” he said. “It's now a collective.” Each week, he explained, his editorial board meets with union representatives to discuss editorial policy and any problems. Ironically, Mr. Duc said, the authorities in Ho Chi Minh City initially disapproved of the arrangement. “It wasn't sure that the collective would be responsible,” he said. “You see, there is no party cadre at the newspaper and no censorship.”

“If we print something wrong,” he went on, “the Government asks us to come in and discuss it.” Sometimes, he said, “we must accept the Government's criticism” and print a correction. With all that, Mr. Due said, “we have published more critical news under this Government than under the Thieu regime.” The Communist leadership, he added, even provides a wide selection of critical Western news items each day for Tin Sang to publish at its discretion.

“I'm glad I came back,” Mr. Duc suddenly said amid the nostalgia. “It's my country. What I'm doing now is for my country — for my people.” After the fall of President Thieu, Mr. Duc said, times were difficult for the new government in Ho Chi Minh City. “There was a lot of gangsterism in the city led by former army rangers and professional criminals who escaped from the prisons,” he said. “Even in 1976, you amid hear shooting on the streets every day.” The Communists eventually took hold, Mr. Duc said, but added that problems still abound. He cited the continuing black market, the low wages and the generally stagnant economy.

“Life's very hard now for the shopowners.” he said. “It's been a big change. But some are adjusting. They have the duty to work to rebuild their country, not to buy and sell and have the easy life.”

For those who can't make the adjustment, Mr. Duc added, one solution is “to choose another country and leave.”

“Don't be misled,” Mr. Duc went on, “I'm not a Communist. I'm a Catholic.” “I'd like to tell our American friends that our country is trying to build, but there are a lot of difficulties as a consequence of the United States’ domination of South Vietnam and as a consequence of the Vietnam War,” he said. “We'd like to ask them to understand the situation.” The newspaper editor expressed anger at people in the United States who have been criticizing Vietnam for its policies on refugees and its invasion of Cambodia early this year.

“We came to help—we want to help—to build a new regime and then we will withdraw,” he said. “I can speak on this as a Vietnamese.” The biggest problems in Vietnam are economic, Mr. Duc said. The Chinese in the Cbolon district, a target of intensive Government drives in early 1978 against black‐market operations, still exert control over as much as 15 percent of the flourishing black market in Ho Chi Minh City, he said. Pay scales are far too low, he added, and economic development has been retarded at all levels by a lack of competent Government officials.

Lisa,

Thank you for pointing to the Global Press Archive, a collaboration with the Center for Research Libraries and East View Press. CRL has other digitized newspapers that are not part of the GPA collection. You can browse the CRL catalog for newspapers and limit by geography. Some of their Vietnam newspapers are available online, but I am not sure from which period.

Most of the Vietnamese titles that appear on the Global Press Archive were in fact scanned from the microfilm that the Southeast Asia Microform (the SEAM cooperative SEAsia library project based at CRL) Project filmed in Hanoi in the 1990s, with grants from the Luce Foundation and the Harvard Yenching Institute. SEAM continues to collaborate with CRL to make more materials available digitally. Both CRL and SEAM are institutional membership organizations, with access limited to member libraries. For this reason, CRL has a bit more latitude to make in-copyright materials available to member institutions. During the pandemic shut-down, CRL was digitizing titles upon request from member libraries. I don’t know if that ended with other emergency access provisions during lockdown.

Hi everyone,

Some of Cornell's collections, which are strongest for the post-1965 period and weaker for the 1950s and early 1960s, have been digitized by Võ Phi Hùng. My understanding is that he has been interlibrary-loaning the microfilms and digitizing them and uploading them to the internet as a service for researchers. He's a hero to researchers who use those newspapers and deserves to be thanked in the acknowledgements! His scans are quite clear and readable. You can find his impressive handiwork here:

Of course, the General Sciences Library in Vietnam has digitized many newspapers, but access to them is still restricted to on-site consultation because the newspapers remain in the restricted collection, and the process for getting articles can be slow, expensive, and cumbersome if you need a lot.

I've never read Tin sáng, but it is listed in the catalog of the GSL, and I remember hearing library staff chat about it when someone requested that or a similar title. Don't know if it's been digitized or not though.

The Global Press Archive (GPA) contains 17 titles from digitized Vietnamese newspapers, dating from 1839 to 1976. GPA is an ongoing initiative that will continue to expand as more titles are added. Thanks to CRL, the Southeast Asian module is an Open Access collection (free!).

Hello Christina,

The Vietnam Center and Archive at Texas Tech has a substantial set of nonmilitary Vietnamese newspapers/journals but they are available only onsite on microfilm or in paper formats. Those collections are inclusive of the French colonial experience, the DRV, and the RVN, with coverage in French, Vietnamese, and English from as early as June 1845 through to April 1975 on microfilm, and to 1989 in paper manuscript collections.

I will be surprised (and pleased!) if anyone shares information about newspapers from the Republic (1955-1975) being digitized and available online. While some of the newspaper ownership companies in the RVN might have dissolved at the end of the war, copyright would be still active – although they might today fall under the category of orphaned works. Regardless, those copyright protections persist.

While not digitized, and in case anyone is interested, below is guidance on how to easily search our Virtual Vietnam Archive for records of our newspapers and other materials on microfilm. We have 86 in Vietnamese and 41 in French.

Below that is a long text list (since VSG does not allow attachments) of our Vietnamese language dailies/weeklies. These are paper manuscripts – not film.

Access to these materials does require a research trip to Texas Tech to use them.

I quickly looked online but have not found any digitized RVN newspaper. There is a collector in HCM City, though, but it may not be easy to find him or get him to digitize the newspapers for you.
