Although this may be of little interest but the quoc ngu translation and commentary on the Bình Ngô Đại Cáo can be found in Trần Trọng Kim’s Việt Nam Sử Lược. This book also contain the Han’s version in corollary to the original version. As to the English version, I would attempt seeking some of John Whitmore’s works for any update exertion on it since he specializes in this era. There may be a few young graduates at Cornell that is working on Nguyễn Trãi, however I cannot offer any further information.

As for the English translation, please try Trương Bửu Lâm in: Patterns of Vietnamese Response to Foreign Intervention, 1858-1900. Yale University Southeast Asia studies, Monograph Series, No. II, 1967, 55-62.

I think there is a translation in a book by Trương Bửu Lâm that was published a quite long time ago. He offers not only the translation of Cáo Bình Ngô, but also of Hịch Tướng Sĩ and others. I'm sorry for not beeing able to provide you with the title of the book.

You should look up Stephen O'Harrow's Journal of Southeast Asian Studies article on the Bình Ngô Đại Cáo from 1979, which has, I believe, an English translation of the article along with commentary.
