Keep Mistreating One After the Other

There's a director in our department who is really bad at his job. He ignores some important topics and micromanages other topics for no reason while keeping key people out of the loop on important topics for their jobs for no apparent reason. Every 6-9 months, our department reorganizes around him to give him new direct reports since the previous group complained about working for him. It's really crazy that executive leadership in our group is fully aware of how bad he is since everyone keeps escalating his problems, but they just keep shuffling one group after another in his department to suffer under his bad leadership instead of fixing his mistakes.
