High attrition blame game

Our org has had very high attrition for the past 8 years of being led by the same VP and he somehow always gets away with excusing it rather than taking the blame for his failure as a manager. He always rewards his friends with promotions and never actually measures anyone's performance data. A long-time amazonian director came into our department after being very successful and repeatedly getting promoted in 5 other departments and then got very frustrated with our VP's behavior and left the company in disgust within a few months. Others who were failures in other parts of the company joined our department just to get promoted by sucking up to our VP, since that apparently works very well with him. He always blames our department's very high attrition on our Marketplace features not being as sexy as AWS or digital products to work on, but the reality is that people just want to get away from him. 

When I recently went to a company-wide networking event, I realized that the rest of the company doesn't operate this way because there was disbelief at my table when others heard how you're supposed to always defer to our VP or his directs speaking in all our meetings and no one can ever present any actual useful data, unlike how the rest of the company operates.
