Consistently Inconsistent

Every org at Amazon is like a completely separate company. Some of them are very good. Most are bad or even very bad. Company policies are interpreted differently by local management and HR for their own benefit. The only consistent thing about Amazon is the inconsistency.

Senior leadership offers little to no protection against bad orgs. Retaliation is acceptable to the company when bad managers constantly lash out against people who escalate the issues caused by their bad behavior. Amazon constantly loses top hires because of retaliation. They need to stop this. Being incompetent at your job as managers is bad enough without having so much retaliation against good folks who dare to suggest you need to improve.
