Description:

This massive contraption is one part orrery, one part telescope and one part seance board. Originally designed by the dragons of Argonessen to assist with their examination of the Draconic Prophecy, an observatory can be used as a focus for any divination spell that has a focus, but only when used to target, in whole or in part, someone that has a dragonmark or someone or something that is otherwise tied to the Draconic Prophecy. If used in this manner, the scrying functions as if the caster knows the target very well or has a piece of the target, whichever is better, and the effective caster level is five higher than normal. Over the years, others have learned to mimic the construction, first the Gatekeepers and then later, the various universities of Khorvaire.

While using the observatory to target a known person with a dragonmark is almost commonplace among owners of this device, using it to target someone or something of importance to the Draconic Prophecy can take months, if not years, of research, most of which is filtering out false leads from leads that seem too inconsequential to be part of the dragon's grand design. Thus, it usually only dragons that use the observatory for this second purpose.
