Source: SoS, pg. 130

This power does not actually target creatures, but, instead, targets the set of clothing worn, the set of armor or barding worn, or another item worn in the creature's armor, chest, body or belt slot. If none of these apply to a specific creature, then that creature cannot be effected by this power. If more than one option applies for a specific creature, the manifester needs to designate which one (which defaults to the order of armor, barding, clothing or other item).

This power causes the chosen garment to tighten and constrict uncomfortably for the duration of the effect. At the onset of the power, the sudden constriction causes 1d4 points of bludgeoning damage per manifester level (maximum of 5d4). Damage reduction inherent to the affected item does not apply, but damage reduction inherent to the creature does. A successful Fortitude save negates this damage. However, for the rest of the duration, the constant constriction imposes a -1 penalty to attack rolls, armor check penalties and a 5% arcane spell failure chance per three manifester levels. These penalties stack with any that are created normally by the armor or garments worn.

It is possible to quickly remove the offending garment. Garments other than armor and barding can be removed with a full round action that provokes. Getting out of armor or barding is handled through the normal rules for donning and removing armor. If the affected garment is removed, it cannot be worn again until the duration ends. This effect does not actually damage the affected garment.
