By touching an elemental bound item, the artificer temporarily releases the outsiderl from it's prison to act as the artificer directs. When successfully cast, the outsider appears in an adjacent square to the magical item that it was held in or, in the case of wondrous vehicles, anywhere on the vehicle as chosen by the artificer. During the time that the outsider is free, the magical item it was stored in becomes inert. In the cases of wondrous vehicles, this means that the manner of propulsion is no longer present and the vehicle slows to a stop at the rate of its acceleration per round. While released, the outsider is bound to serve the artificer in the same manner as Summon Monster spells with the following exceptions

If the outsider is killed or when the spell ends, it does not return to its home plane. Instead, it returns to the wondrous item it was bound, but the item is suppressed for 24 hours. A successful Dismissal or Banishment will also return the outsider to the item and suppress it for 24 hours. Only a Freedom spell will cause a bound outsider to be immediately sent back to its native plane. While this disenchants an outsider bound item, it does not damage it or prevent it from being re-enchanted.

If the targeted wondrous item is in the artificer's control, the outsider does not get a saving through to resist. If it is in someone else's control, or if the outsider is uncontrolled, it gets a Will save to resist.
