N1 は N2 ですか。
か is a sentence-final particle which indicates that the key sentences preceding sentence is interrogative.
Formation
noun + は + noun + ですか。
「は」is pronounced as 「わ」

スミスさんはアメリカ人ですか。

Is Smith American?
はい、アメリカ人です。

Yes, he is.
スミスさんは先生ですか。
