It is used to partially deny a reason or a feeling and to state not everything is so.

Formation

Verb + わけではない

いadj + わけではない

なadj stem + なわけではない / だったわけではない

なadj stem + というわけではない

Examples

これらの本を全部読んだわけではない。

これらのほんを ぜんぶよんだわけではない。

I haven't read all of these books.

日本語が全然話せないわけではない。

I don't mean that I can't speak Japanese at all.
