1 head green cabbage, cut into 1-inch slices
1 lb lean ground beef
½ cup tomato sauce (or ketchup)
½ cup shredded cheese (mozzarella or Monterey Jack), divided
½ tsp salt
½ tsp black pepper
½ tsp red chili pepper flakes
1 tsp grated garlic
½ cup chopped green onion
