2020年3月27日(金)、世界中で猛威を振るう新型コロナウイルス（new coronavirus; novel coronavirus; WHO国際名称 Covid-19）の症状が表れたボリス・ジョンソン（Boris Johnson, b.1956; 首相在任2019-）内閣総理大臣が公務を休み、しかも一時は集中治療室（ICU: intensive care unit）で治療を受けるほど容体が悪化していたが、同年（2020年）4月27日(月) 10:00に、ちょうど1ヶ月ぶりにダウニング街10番地（10 Downing Street, City of Westminster, London, UK）の首相官邸前に姿を現し、国民へ向けてスピーチを披露した。

Good morning. I’m sorry I have been away from my desk for much longer than I would have liked. And I wanna thank everybody who has stepped up in particular the First Secretary of State Dominic Raab, who’s done a terrific job. But once again I want to thank you the people of this country for the sheer grit and guts you’ve shown and are continuing to show every day.

おはようございます。ごめんなさい。私は職務から離れていました。私が望んでいた期間よりもずっと長い期間もです。そして私がお礼を言いたいのは職務を代行してくれた皆にですが、わけてもドミニック・ラーブ（Dominic Raab, b.1974）筆頭国務大臣[註1]に対してです。彼は素晴らしい仕事をしてくれました。でも今一度、私はこの国の人民にお礼を言いたいですし、それも途轍(とてつ)もなくへこたれない根性をあなた方は示してくれたからですし、今も日々示してくれているからです。

I know that this virus brings new sadness and mourning to households across the land. And it is still true that this is the biggest single challenge this country has faced since the war. And I in no way minimise the continuing problems we face. And yet it is also true that we are making progress with fewer hospital admissions, fewer Covid patients in ICU and real signs now that we are passing through the peak.

私は分かっています。このウイルスが新たな悲しみと悲嘆を国中のご家庭に齎(もたら)していることを。そして事実、これ（＝新型コロナウイルス）は先の戦争（＝第二次世界大戦）以来この国が直面してきた中でも最大の単一の難題です。そして私は我々が直面する継続的諸問題を最小にみくびるわけでは毛頭ありません。しかしながら、事実我々は進歩を遂(と)げていて、新たに入院する人数は減り、集中治療室（ICU: intensive care unit）に於ける新型コロナ（英 Covid; 米 COVID）の患者たちは減り、我々が峠を越えつつあるという真の兆候が見えてきました。

And thanks to your forbearance, your good sense, your altruism, your spirit of community, thanks to our collective national resolve, we are on the brink of achieving that first clear mission to prevent our National Health Service from being overwhelmed in a way that tragically we have seen elsewhere. And that is how and why we are now beginning to turn the tide.

そしてあなた方の辛抱と良識と利他主義と共同体精神のお蔭で、そして我々国民が一体となった決意のお蔭で、我々が他国[註2]で目にしてきたように国民健保（NHS: National Health Service）[註3]が悲劇的にもパンクしてしまうという事態を回避するという第一の明白な任務は達成しつつあります。そしてそんな具合に、そういうわけで、我々は今や潮目(しおめ)を一変させようとしています。

If this virus were a physical assailant, an unexpected and invisible mugger, which I can tell you from personal experience it is, then this is the moment when we have begun together to wrestle it to the floor. And so it follows that this is the moment of opportunity. This is the moment when we can press home our advantage. It is also the moment of maximum risk, because I know that there’ll be many people looking now at our apparent success and beginning to wonder whether now is the time to go easy on those social distancing measures. And I know how hard and how stressful it has been to give up even temporarily those ancient and basic freedoms, not seeing friends, not seeing loved ones, working from home, managing the kids, worrying about your job and your firm.

もしこのウイルスが物理的襲撃者であり、予期せぬ目に見えない追剝(おいはぎ)だとすれば、私はそれが個人的体験からよく分かるのですが[註4]、そうだとすれば、今こそ我々が一緒になってそれ（＝そのウイルス）を床にねじ伏せ始めた時なのです。そしてそれに続き、今こそ好機の時なのです。今こそ我々が自分たちの利点を徹底させる時です。そしてまた最大限のリスク（＝危険性）の時でもあります。というのも、多くの人が我々の見かけ上の成功を目にして、そろそろソーシャル・ディスタンス（social distancing）策を緩(ゆる)める時ではないのかと思ってしまうと私は承知しているからです。そして私は如何(いか)に大変で、如何にストレスに満ちているか、よく分かっています、ほんの一時的であっても大昔から続いてきた基本的自由を手放すことが。友人たちと会えず、愛する者たちと会えず、自宅勤務をしながら、子供たちを監督し、自分の仕事や自分の会社のことを心配しながらです。

So let me say directly also to British business, to the shopkeepers, to the entrepreneurs, to the hospitality sector, to everyone on whom our economy depends. I understand your impatience. I share your anxiety. And I know that without our private sector, without the drive and commitment of the wealth creators of this country, there will be no economy to speak of, there will be no cash to pay for our public services, no way of funding our NHS. And yes, I can see the long term consequences of lockdown as clearly as anyone. And so yes, I entirely share your urgency. It’s the Government’s urgency.

And yet we must also recognise the risk of a second spike, the risk of losing control of that virus and letting the reproduction rate go back over one, because that would mean not only a new wave of death and disease but also an economic disaster. And we would be forced once again to slam on the brakes across the whole country and the whole economy and reimpose restrictions in such a way as to do more and lasting damage. And so I know it is tough. And I want to get this economy moving as fast as I can. But I refuse to throw away all the effort and the sacrifice of the British people and to risk a second major outbreak and huge loss of life and the overwhelming of the NHS.

And I ask you to contain your impatience, because I believe we are coming now to the end of the first phase of this conflict. And in spite of all the suffering we have so nearly succeeded, we defied so many predictions, we did not run out of ventilators or ICU beds. We did not allow our NHS to collapse. And on the contrary, we have so far collectively shielded our NHS so that our incredible doctors and nurses and healthcare staff have been able to shield all of us from an outbreak that would have been far worse. And we collectively flattened the peak. And so when we are sure that this first phase is over and that we are meeting our five tests, deaths falling, NHS protected, rate of infection down, really sorting out the challenges of testing and PPE, avoiding a second peak, then that will be the time to move on to the second phase, in which we continue to suppress the disease and keep the reproduction rate, the R rate, down, but begin gradually to refine the economic and social restrictions and one by one to fire up the engines of this vast UK economy.

そして私はあなた方がじれったいお気持ちを抑えるよう願います。というのも、我々がこの紛争の第一段階の終わりに近づきつつあると私は確信しているからです。そして我々がほぼ克服したあらゆる苦しみにも拘(かか)わらず、我々は実に多くの予想に反して人工呼吸器や集中治療室（ICU: intensive care unit）のベッドの数を切らすようなことはありませんでした。我々は国民健保（NHS: National Health Service）が医療崩壊を起こすのも阻止しました。それどころか、我々はこれまで一団となって国民健保（NHS）を護(まも)り、信じがたいほど素晴らしい医師や看護師やその他の医療スタッフが我々全員を疫病の更(さら)なる大流行から護(まも)ってくれるよう仕向けたのです。そして我々は一団となって（ウイルスの）ピークを平らにしました。ですので我々がこの第一段階が終わったことを確実にし、五つのテスト（five tests）[註5]を満たし、死者数が減少し、国民健保（NHS）が護(まも)られ、感染率が下がり、検査と個人防御用具（PPE: personal protective equipment）の難題を本当に解決し、第二波の急上昇を回避した暁(あかつき)には、第二段階へ移行する時が来ます。その段階で我々はその病(やまい)を抑制し、増殖率、つまりR率を下げ続けますが、徐々に経済的・社会的制限を解除していき、ひとつひとつ、この巨大な英国経済のエンジンに火を点(つ)けていきます。

註5: 1. 国民健保が英国中で充分な救命救急診療に確実に対応できるか（To make sure the NHS can cope by providing sufficient critical care across the UK）、2. 英国がピークを脱したと自信を持って言えるほど日々の死亡率が持続的且(か)つ一貫して下がっているか（To see a sustained and consistent fall in daily death rates with confidence the UK is beyond the peak）、3. 感染率が管理可能な水準にまで下がっていることを示す信頼できるデータがあるか（Reliable data to show the infection rate is falling to manageable levels）、4. 将来的な需要を満たせるほど充分な数の検査器具や個人防御用具（PPE）があるか（There is enough testing and personal protective equipment (PPE) to meet future demand）、5. 移動制限の如何(いか)なる変更も第二波の急上昇には繋(つな)がらないか（Any changes in restrictions would not lead to a second peak）。

And in that process difficult judgments will be made. And we simply cannot spell out now how fast or slow or even when those changes will be made, though clearly the Government will be saying much more about this in the coming days.

そしてその過程(プロセス)で、難しい決断が為(な)されます。そして我々は単に今、詳細に述べることはできません、そういった変化[註6]がどれほど迅速になのか、それほどゆっくりとなのか、それにいつ起きるのかなどということは。しかしながら、明白に政府は今後数日中にもこのこと（＝第二段階への移行）についてもっと多くのことを述べているでしょう。

And I wanna serve notice now that these decisions will be taken with the maximum possible transparency. And I want to share all our working and our thinking, my thinking, with you the British people.

そして私が通知したいのは、これらの決定が可能な限りの透明性を伴(ともな)って為(な)されるということです。そして私は我々の働きの全て、我々の考えの全て、私の考えの全てを、あなたがた英国民と分かち合いたいのです。

And of course, we will be relying as ever on the science to inform us as we have from the beginning, but we will also be reaching out to build the biggest possible consensus across business, across industry, across all parts of our United Kingdom, across party lines, bringing in opposition parties as far as we possibly can, because I think that is no less than what the British people would expect.

And I can tell you now that preparations are under way and have been for weeks to allow us to win Phase 2 of this fight as I believe we are now on track to prevail in Phase 1.

And so I say to you finally if you can keep going in the way that you’ve kept going so far, if you can help protect our NHS to save lives and if we as a country can show the same spirit of optimism and energy shown by Captain Tom Moore, who turns a hundred this week, if we can show the same spirit of unity and determination as we’ve all shown in the past six weeks, then I have absolutely no doubt that we will beat it. Together we will come through this all the faster and the United Kingdom will emerge stronger than ever before.

註7: 第二次世界大戦（Second World War; World War II, 1939-45）中のビルマ戦線（Burma Campaign, 1942-45）で日本軍と戦った生き残りである英国陸軍（British Army）退役軍人トマス・モー大尉（Captain Thomas Moore, b.1920）は全く無名な老人だったが、2020年4月に「キャプテン・トム」（＝トム大尉）の愛称で一躍時の人と成った（ https://en.wikipedia.org/wiki/Tom_Moore_(fundraiser) ）。連日暗いニュースばかりの日々に一服の清涼剤のように登場した老人に英国民は拍手喝采した。キャプテン・トムは満百歳の誕生日である同年（2020年）4月30日(木)が目前に迫った同年（2020年）4月6日(月)、慈善団体「国民健保チャリティー協会」（Association of NHS Charities）＝通称「国民健保チャリティーを一緒に」（NHS Charities Together）のために募金活動を開始した。新型コロナウイルス（new coronavirus; novel coronavirus; WHO国際名称 Covid-19）と戦っている医療従事者たちを支援するための募金である。歩行器（walking frame; walker）の助けを借りて一周約25メートルの自宅庭を毎日10周（ten laps）ずつ10日続けて計100周（a hundred laps）するという企画であり、「トムの100歳の誕生日に国民健保のための歩き」（Tom’s 100th Birthday Walk For The NHS）と自ら名づけた。当初予定していた募金額1千ポンド（約13万3千円）は五日目の同年（2020年）4月10日(金)に早くも達成されたため、目標額を5千ポンド（約66万5千円）、続いて5万ポンド（約665万円）に設定したが、英マスコミが大きく報道したことにより、ジャストギヴィング（JustGiving: 「単に与える」と「公正なる寄付」の両義）という団体の発表では同年（2020年）4月26日(日) 21:00（日本時間で4月27日(月) 5:00）現在、約2900万ポンド（£29m: 約38億5700万円）が集まったという。130万余りの人々が寄付したとのこと。当初目標にしていた庭の百周は同年（2020年）4月16日(木)午前中に達成したが、その時には地元のヨークシヤ連隊第一大隊（1st Battalion of the Yorkshire Regiment）の儀仗兵（ぎじょうへい: 英 guard of honour; 米 honor guard）が付き、報道陣のカメラが向けられた。百周達成記念に歌手のマイケル・ボール（Michael Ball, OBE, b.1962）氏＝57歳が、英国放送協会テレビ第1放送（BBC One）の「ブレックファスト」（Breakfast: 「朝食」の意）という番組の中で七十五年前の人気ミュージカル挿入歌である “You’ll Never Walk Alone” (1945) ＝直訳「あなたは決して独りで歩くことはない」＝邦題「ユール・ネヴァー・ウォーク・アローン」＝別邦題「人生ひとりではない」のカバーを披露したところ、「国民健保介護合唱の声」（NHS Voices of Care Choir）という合唱団の歌声と、キャプテン・トム自身がマスコミの取材に答える声がミックスされたデジタルシングル盤（ https://www.youtube.com/watch?v=LcouA_oWsnU ）がチャリティー目的に販売された。このシングル盤はあっという間に売れに売れ、同年（2020年）4月26日(日)には週間ナンバーワンヒットとなる。このナンバーワンの記録は同年（2020年）5月3日(日)まで保持されるため、同年（2020年）4月30日(木)で百歳の誕生日を迎えるキャプテン・トムはヒットチャートの1位を獲得した世界最高齢としてギネスブック（Guinness World Records）に掲載されることになった。なお、Mooreという苗字はイギリス発音で「モー」だが、アメリカ発音では「ムーァ」となる。軍人が尊敬されるイギリス社会では退役後も除隊時の階級で（この人の場合はキャプテン＝陸軍大尉と）一生呼ばれ続ける。紛らわしいことに、同じキャプテン（Captain）でも海軍のキャプテンは「大佐」という三階級も上のランクになる。更(さら)に紛らわしいことに、キャプテン・トムは名誉大佐（an honorary colonel）の肩書も有している。2020年5月20日(水)、ジョンソン首相の強い薦めにより女王から騎士階級（knighthood）が授与されることが決まり（ https://www.bbc.com/news/uk-england-beds-bucks-herts-52732300 ）、同年（2020年）7月17日(金)にウィンザー城の四角い芝生庭（the quadrangle at Windsor Castle）にて女王による叙勲式が挙行され（ https://www.bbc.com/news/uk-england-beds-bucks-herts-53442746 / https://www.bbc.com/japanese/53453741 ）、その後は Capt Sir Tom Moore（Captain Sir Thomas Moore）と成る。英国放送協会（BBC: British Broadcasting Corporation）の報道によると、叙勲式の時点で3249万4701ポンド（£32,794,701）≒約44億900万円（JPY4,409,000,000）を約150万人から集めたという。
