Dear Norman,
Are you in Bombay/Mumbai at the moment?
Guess what. I’ve reached India for the first time. I arrived at Delhi DEL airport via Bangkok BKK on Friday and entered India, using the newly launched Visa on Arrival scheme for Japanese visitors only. All I had to do was to fill in the form by hand and pay the fee of 2,000 rupee visa fee + 50 rupee tax + 9 rupee handling fee by a credit card. The Indian government now has the fingerprints of all my fingers and thumbs just like the US government.
I got on a fairly slow express train at New Delhi station and after three hours I got to Agra Cantt station on time. A tuktuk ride brought me here near the East Gate of Taj Mahal. I did a self-arranged tour of the inevitable Taj Mahal and Agra Fort (somehow some locals know the Japanese name, Agra-jo) this morning. The wi-fi connection is hopeless in my reasonable hotel (still, US$50 per night), so I decided to come to the most expensive hotel in town (the cheapest room being US$690) for lunch and internet access (for nearly US$10 per hour). The building complex and the adjacent gardens themselves match and even rival those of Taj and the Fort. The sheer scale of India’s richest is quite appalling and amazing indeed.
After India I’ll visit the European Continent towards the end of this month and spend most of September in Europe.

Dear Norman,
I’m not a great fan of the capital city, Delhi. I spent only 1 night there and came to Shimla, the Summer Capital of British India, in the Himalayas with the altitude of more than 2 thousand metres above the sea. I spent 8 hours at McDonald’s (with no beef, though) inside Old Delhi Station (or officially, Delhi R.S.), which I found to be by far the best and safest waiting room both in and out of the station, only in order to wait for my night sleeper train. It took me to Kalka in 7 hours, where I took the connecting train, in fact the Unesco-endorsed ‘toy train’ on the narrow gauge tracks, which took me here to Shimla in another 6 hours. I’m adjusting myself to a much broader sense of time than I was back home in the Tokyo area.
As you mentioned the lack of latrines or toilets, yes, this is a grave issue for many of the local population. Apart from that, tourists and travellers like me also find it quite tough to use the toilets in the Indian way. My cheap hotel room (@800 rupees, or more or less like 8 pounds sterling per night) has got a toilet and shower with no paper roll. Luckily I brought a roll from home just in case, and it proved a great success. Otherwise one has to dip up water from a bucket and wipe the remains of the fresh excrement...., which I had to do in Shimla town yesterday.
Today (Wednesday) I hired a driver-cum-guide to get to Tatapani (which almost sounds like Trapani in Sicily) hot springs about 55 kilometres away, where I bathed in what they call the ‘Italian style’ indoor bath with no other customers around. As this was India, there was obvious abundance of labour force there. I was rather concerned about their business prospects, though. My guide at one time said we were taking the ‘secret road’ primarily built for the Indian Army and which is still kept off-limits to Chinese nationals, and that Google Maps has agreed on not showing the route on the Net. The Sino-Indian standoff at the border has been there for about 2 months, and luckily for me, once they are told I’m Japanese rather than Chinese, their attitude melts somewhat. According to the Sunday Times of India, the Japanese government was the first to support India in this Doklam border issue. So much for the politics.

この夏を如何お過ごしでしょうか?
実は70番目の訪問国としてのインドはヒマラヤ山中に来ております。具体的には英領印度の夏の都（the Summer Capital of British India）が置かれていたシムラー（Shimla）という標高２千メートル級の山岳都市で、急な斜面にへばりつくように家や建物がびっしりと建て込んでいます。ここはインドなのに針葉樹だらけで涼しく、特に朝晩は冷え込みます。首都デリー（Delhi）の駅ナカ McDonald’s （尤もインドなので牛肉はありませんが）で列車を待つこと8時間、冷房付夜行寝台に横になって7時間、それからユネスコ世界遺産のミニ山岳鉄道の始発駅から終点まで6時間かけて漸く着きました。もはや時間の感覚がとろけて行くようです。この金曜から土曜にかけて逆ルートで首都に戻ります。本日（水曜）は運転手兼ガイドを雇って55キロ離れたタタパーニ（Tatapani or Tattapani）温泉まで行ってきました。この辺りは中国共産党（中共）支配下の西藏（Tibet）にも比較的近く、ガイド曰く「この道は中国人立入禁止の軍用道路でグーグルマップにも故意に載せていない」とのことでした。
部屋の wi-fi 接続がインドらしく頗る不安定なので、この辺で切り上げます。

インド政府観光局が宣伝している通りで、まさに Incredible India です、此処は！
昨日（金曜）16:55発、山岳鉄道の最終列車に乗り込み、ほぼ予定通りにカールカー（Kalka）という何も無い、乗換のためだけの駅に着きました。駅内にトイレが無いことが分かったため、駅前でお爺さんと男の子が住み込みで番をしている有料公衆トイレ（自称 Deluxe Toilet）に入りました。トイレからの帰りに「さて、あと２時間以上も暇を潰さねば、、、」などと考えながら駅構内に戻ろうとすると、珍しく警官に呼び止められました。「そこで何をしておる？」と来たので、「23:55発の夜行列車を待っているところだ。」と答えました。すると「列車は運休になったので乗れないぞ。緊急事態だ。」と来ました。私が「何があった? 事故でもあったのか？」と問うと、警官の答えがヒンディー語になってしまい、埒が明かないので、近くに立っていた無髭の黒い肌の男が通訳してくれました。曰く、インド北部で暴動が起こっていて、列車も長距離バスもすべて運休とのことでした。幸いにも駅の窓口は営業していたので、列車の復旧の可能性を問い質しましたが、「いつになるか分からない。」とのことで、とりあえず切符の払い戻しにだけ応じてもらいました。切符の購入と同じように払い戻しでも、お役所的な書類に色々と個人情報を書かねばなりません。書類を書いていると黒々とした髭を生やした色白のインド人の男が「何が起こっているんだ？」と私に訊いてきたため、先ほど警官から聞いたばかりの話を伝言ゲームのように英語で伝えましたが、肝心の riots という単語の意味が分からないようだったので、「一種の戦争だ。内戦状態だ！」と言って注意を喚起しておきました。
夜行列車に揺られて首都デリー（Delhi）入りする計画は潰えてしまい、とにかくこの夜は警官に教えられた近所のホテルに泊まることにしました。シムラー（Shimla）では１泊800ルピー（事実上の約1,600円）の自称ホテルに泊まっていたので、その感覚で宿泊費の交渉をしましたが、1,800ルピーを1,500ルピーに下げさせるのがやっとでした。このホテルは wi-fi が無いばかりか、BBCやCNNなどといった海外の英語ニュースも視聴できません。仕方がないのでヒンディー語やパンジャブ語の現地ニュースを視ることで、その日の午後に収録された恐ろしい映像の数々を視ました。India TV という局だけが、ほんの１～２分だけ英語字幕でニュースの要約を流してくれたので（尤もその字幕に出会うまで90分も待ちましたが）、事件の全体像がだいたい摑めました。しかしながら、交通機関の再開については言及がありませんでした。
本日（土曜）朝になってカールカー駅まで歩いて戻りましたが、列車も長距離バスもこの土日は全部運休とのことでした。残された唯一の選択肢はタクシーです。というのも、土曜にデリー中心部に宿泊し、日曜夜にデリー国際空港にチェックインする必要があるからです。雲助タクシーであることは百も承知で、「時は金なり」とばかりに白タクに運命を託しました。結論としては250キロ以上の走行距離、5時間20分の走行時間、そしてたびたび通った料金所の通行料を含めて１万５千円以上の出費と相成りました。十年ほど前にチェコ共和国の田舎にて正規のメータータクシーでちょうど50キロ走行したときは、ちょうど５千円を請求されましたが、今回は250キロ以上も走ったことを考えれば、やはりインドは安いです。

Just as the Indian Tourist Authority advert says time and time again: it’s ‘Incredible India’ indeed!
Yesterday (Friday) at 1655hrs I took the last train from Shimla to go back to the treacherous tropical plains. The Unesco-endorsed ‘toy train’ reached Kalka some time before 2200hrs, not terribly behind the schedule. Kalka is a place for train changes and I found it even more boring than Crewe, Cheshire. Having realised there were no toilets on the station premises (again the Indians’ aversion to toilets), I had to go outside and found the would-be ‘Deluxe Toilet’ just facing the station entrance about a hundred yards away. The Toilet proved to be a small concrete-built shack inhabited by an impoverished (most probably lower caste) old man and a boy (and maybe some other members of the family). I paid the usual 5 rupee coin to the boy and in no time was I on my way to the station premises, when suddenly one of the two policemen carrying a rifle summoned me to ask me what I was doing there. My answer was clear and simple enough: ‘I’m waiting for my 23.55 sleeper train for Delhi.’ Then he remarked: ‘Trains cancelled. Emergency.’ My question: ‘What happened? Some accident?’ was met with an incomprehensible Hindi expression. At this point a civilian man with a blackish face with no beard voluntarily acted as an interpreter. I now figured out there had been serious riots in northern India and that the trains and long distance buses (or what you call ‘coaches’ in British English) had been cancelled. Luckily the ticket counter was still open at Kalka Railway Station, and I asked the man at the counter about the possibility of service restoration only to be met with a vague reply and a quiet shaking of the head. The usual pre-recorded message: ‘The inconvenience caused is deeply regretted’ was missing. I was at least able to apply for the refund (a mere 760 rupees) only after filling in the highly bureaucratic form with personal information like Home Address and Mobile Number. In fact the form was the same with the one for the purchase. When I was writing the form, a whitish skinned man with thick big black beard approached me to ask in English what was going on. I repeated to the man the fresh information I had just received from the police. He looked unaware of the crucial English word, ‘riots’, so I added: ‘It’s a kind of war. A state of civil war going on!’ to alert him.
My original plan to get into the capital city by night train vanished suddenly, and I had to stay at a hotel (in fact the one and only hotel) near the railway tracks that the policeman directed me. At Shimla I had stayed at a cheap place costing only 800 rupees per night, so I negotiated the price with the young man in Kalka, but all I could do was to lower the price from 1,800 to 1,500 rupees. This would-be hotel had no wi-fi available and the TV set received no overseas stations like BBC or CNN, so I had to watch Hindi and Punjabi language news programmes to see some of the horrendous footage taken by various TV crews during that appalling afternoon. Only one station, India TV showed English subtitles for a minute or two in a form of just a few sentences summarising the occurrences (though I had to wait for the occasion for about 90 minutes!) and I was able to get the general picture of this serious incident. However, there was no mention of public transport being restored or not.
Today (Saturday) morning saw me walking towards Kalka station on foot. Just as I feared, no service was to resume in terms of trains and buses to Delhi for at least the next two days (Saturday & Sunday). The only alternative was the taxi, in fact unregistered and therefore thuggish. I had to stay in Delhi, at Connaught Place and had to check in at Delhi IGI (Indira Gandhi International) Airport DEL late on the evening of Sunday. The American dictum, ‘Time is money’ was acutely and painfully felt, and I decided to place my destiny in a shabby and decrepit Suzuki Swift (in fact the most popular regular car here in India). The result was more than 250 kilometres of reckless driving that took 5 hours and 20 minutes. I paid more than 100 pounds sterling including all the toll gate fees which we had to go through quite often. About ten years back, I took a regular metre-run taxi in the Czech Republic to look for Gutav Mahler’s birth house without success and drove just 50 kilometres, I was charged the equivalent of 35 pounds sterling at that time. So in comparison to that, India is quite affordable.

Postscript
Now that you mention Kipling, I picked up a copy of the 1985 Penguin edition of E. M. Forster’s A Passage to India (1924) at Book Café in Shimla. Having plenty of time to kill, I read the Introduction and 3 different afterwords + Glossary and found that Forster had also come to Shimla (or Simla at that time) on his first visit to India.
