西曆2014年 1月10日(金) 日中大使、英BBCトーク番組で舌戦

前年（2013年）末の安倍首相の靖国参拝を受け、日中間の緊張が再度高まり始めた。1月初めには、英デイリー・テレグラフ紙で、劉暁明（刘晓明; Liu Xiaoming, b.1956）駐英中国大使が、日本をヴォルデモート卿（Lord Voldemort: 人気小説「ハリー・ポッター」の悪役）に例えて批判。対して「中国もヴォルデモート卿になりえる」と、林景一（はやしけいいち, b.1951）駐英日本大使が反撃した。両者の舌戦はついに英BBCのテレビ番組へ持ち込まれた。

【別々の部屋でのインタビューが条件】

日中の駐英大使が出演したのは、BBCの「ニュースナイト」という生番組。通常は、プレゼンターのパックスマン（Jeremy Paxman, b.1950）氏が、ゲストたちを同じスタジオに一緒に迎え入れ、インタビューする番組だ。

しかし、香港のサウス・チャイナ・モーニング・ポスト紙によれば、両大使は別々のスタジオでインタビューを受けた。BBCと日中の大使館が、安倍首相の靖国参拝と尖閣問題に対する大使らの議論がヒートアップすることを恐れたためだという。

インタビューの内容を、サウス・チャイナ・モーニング・ポスト紙は以下のように報じている。まず、尖閣諸島について林大使は、中国は尖閣の領有権を主張することで国際秩序を乱し、挑発と威圧で現状を変えようとしていると述べた。また、改憲を通じた日本の軍国主義化について、どの程度まで日本は主権を守る用意があるのかと聞かれ、「その質問は中国に向けるべきじゃないですか」と返した。

一方、中国の劉大使は、安倍首相の靖国参拝で中国国民は気分を害したと述べ、日本が尖閣諸島において領土問題の存在を認めようとしないと主張した。また、イギリスの元首相チャーチルの「歴史から教訓を学ばぬものは、過ちを繰り返して滅びる」という言葉を引用して、日本を批判した。

またエクスプレス紙は、番組での両大使の発言を以下のように伝えている。劉大使は安倍首相の靖国参拝を批判し、それが日本の軍国主義復活のシグナルだと主張した。尖閣問題に関しては、尖閣は古代から中国のもので、尖閣問題は主権をめぐる道義上の問題であるとし、紛争には周辺海域の豊富な地下資源が絡むという考えを否定した。

一方、パックスマン氏は林大使に「尖閣を中国にあげれば？」、「地域全体、世界全体を危険に陥れるほどの価値が尖閣にあるの？」と難問を浴びせたあと、「日本が軍国主義を復活させようとしているのか？」と付け加えた。それに対して林大使は、日本の平和憲法と戦争放棄が核心である信条は変わらないと答えた。

【日本は対話を求めているが、靖国参拝を擁護】

同じ頃フランスでは、外務、防衛の閣僚協議のため滞在中の小野寺防衛相と岸田外相が、安倍首相の靖国参拝を擁護する発言をしている。

ロイターによると、両大臣は、日本の目的はアジア太平洋地域の永続的平和構築だと述べた。小野寺防衛相は2012年に日本政府が尖閣諸島を国有化したことで引き伸ばしとなっている、日中間のホットラインの設置を求めた。

また岸田外相は中国人ジャーナリストの質問に答える形で、安倍首相は不快感を持たれた中国、韓国の方々に謝罪をしたと述べ、参拝は平和を祈るためだったと語った。

The Senkaku/Diaoyu Islands are a group of uninhabited islands in the East China Sea currently under the control of Japan. Up until oil was discovered off the coast of the islands 50 years ago the islands were a non-issue, but since the discovery both China and Taiwan have expressed a sovereignty claim over the islands. Its no surprise that the conflict was sparked by natural resources, but it is interesting how the topic has shifted from resource claims towards a power struggle between China and Japan in order to establish their foreign dominance in the region.

Before getting into the two (or more) sides of the debate there is certain documents which must be recognized:

1) 1895 Treaty of Shimonoseki

2) 1951 Treaty of San Francisco

3) 1971 Okinawa Reversion Deal

Japan’s Claim:

The 1st Sino-Japanese War took place between Japan and China in 1894. The Japanese won a resounding victory, and took control of present day Korea, Taiwan Penghu and Liaodong. Before the war the Senkaku Islands were uninhabited, after their defeat the Chinese claimed the islands were administered by Taiwan, and since Taiwan was given to Japan they have a legitimate claim to the Senkaku. After Japan lost WWII they signed the Treaty of San Francisco, which forced Japan to give up the majority of its non-mainland islands to the U.S. Korea became independent, as did Hong Kong and Taiwan, but the U.S. held onto Okinawa, Ryukyu and Senkaku Islands, returning them to Japan in the 1971 Okinawa Reversion Deal. This is the basis of Japan’s claim.

China’s Claim:

China’s claim lacks documentation, but is strong none the less. With the closer proximity of the islands to China than Japan China’s claim that ‘the islands were used as fishing islands dating back to 1500’ is reasonable, and likely could have been the case. China claims that Japan accepted this premise when they took over control of the islands when they signed Treaty of Shimonoseki which said prior to the end of the war the islands were administered by Taiwan, therefore Chinese, but would now be given to the Japanese. China believes that following WWII and the signing of the San Francisco Treaty Taiwan should have been returned to China, and along with it the Senkaku. Unfortunately China’s claim to the Senkaku Islands depends on their claim to Taiwan, which currently is not recognized.

Taiwan’s Claim:

Taiwan’s claim is simple, they gained their independence post WWII from both China and Japan and before the 1st Sino-Japanese War they administered the Senkaku Islands. It only makes sense that they should regain control over their territory once they gained full independence.

Bottom Line:

Japan’s claim has a valid paper trail, which details and verifies its claim to the islands, stemming from the 1st Sino-Japanese War. China’s claim dates further back, but relies on the premise that Taiwan is a part of China which it currently is not. In my opinion Taiwan has the greatest claim to the islands as they have documentation proving they administered the islands before the 1st Sino-Japanese War. The problem for Taiwan is it is stuck between a rock and a hard place, and at the end of the day their claim may be drowned out by Taiwan’s two much louder neighbors.

China won’t go to international court, Japan will. China has no evidence, Japan has evidence.

Possession is 9/10ths of the law and Japan possesses these island, plus has the administration of it.

China is a communist 3rd world country that cares about 1 thing, and that is to own the world, whilst making as much money as possible. China is the father of lies and rip off deals. I trust Japan over China, and I always will.

These islands are called the Senkaku Islands. Get it through your head.

If you don’t live in Japan or China, or simply read this article…than I don’t think you should even debate it unless you know what the hell you are talking about.

I live in Japan, and I have studied this for years. China is in it for the oil.

Personally I hope they do work something out together, but I don’t see how China magnanimously offering to share something that is not theirs from Japan’s point of view gives them any legitimacy.The islands in question were never ‘taken’ or ‘seized’. They were terra nullius according to Japan. China simply claims they were used as navigational points. This should be settled in court — I’m betting China won’t go there because Japan has the better case.

英国BBCは、ウイグル問題をきちんと取り上げている。そのためなのか、中国政府は、2月12日、英国BBCの国際放送について中国で放送することが禁止された。この措置に対して、英米政府はともに強く非難している。

その一方、同じ公共放送のNHKは、森氏報道ばかりだった。

筆者は、衛星放送でBBCをよく見ているが、ウイグルについては中国の駐英大使に対しスタジオでビデオを見せながら厳しい追及をしていた。それだけでも衛星放送代を払っても満足している。しかし、NHKには、そんな番組を望むこともできず、不満がある。NHKとBBCの間には報道機関としての質的な大きな差があるようだ。
