The Japanese are normally fantastic at building construction. What on earth could have caused this tragic accident?

It's too early to say, but this particular tunnel constructed in the late 1970s could be just one of those that they mixed sea sand (with lots of salt) in the concrete just to save time and money. I remember a fifty kilogramme (more than Lb100) concrete block suddenly fell out of an overhead railway line in central Tokyo (between Ueno and Okachimachi) to the ground some ten years ago, which luckily killed or injured no one because there was no one there at the time. The concrete they used in the 1960s and ''70s are far too dangerous in Japan, when greedy constructors, corrupt bureaucrats and LDP politicians had cosy relations (And most of them are dead now). Look what happened in the consequence.
