Goes Against: Reflex Defense

Description: On a successful attack against the Reflex Defense of a target within 12 squares, they take 8d10 points of electricity damage (or half on a failed attack roll). In addition to this, the opponent is staggered for one round. If this attack is used during a storm and the caster has unadulterated access to the sky from where they're casting/directing it, the bolt of lightning instead deals 14d10 points of electricity damage and they are staggered for 3 rounds.
