Dear Mr. Xi,
As you have taken the first step towards assuming the presidency of the People’s Republic of China, we
write to welcome the prospect of fresh leadership and new ideas. To that end, we respectfully urge you to
release Dr. Liu Xiaobo, the world’s only imprisoned Nobel Peace Prize Laureate, and his wife, Liu Xia.
On December 25, 2009, your government sentenced Dr. Liu, a highly respected intellectual and
democracy advocate, to 11 years in prison for “inciting subversion.” The charges were based on his
political essays and co-authorship of “Charter 08,” which called for peaceful political reform in China
based on the principles of human rights, freedom, and democracy. Shortly after the Norwegian Nobel
Committee awarded Dr. Liu its Peace Prize, the government placed Liu Xia under house arrest, where she
remains cut off from the outside world two years later without charge or the benefit of any legal process.
In response to the continued detentions of Dr. Liu and Liu Xia, the United Nations Working Group on
Arbitrary Detention, an independent and impartial body of experts, issued Opinions No. 15-16/2011,
finding their detentions to be in violation of international law; however, despite this finding their cases
remain unresolved.
Across all disciplines, the distinguishing feature which led to our recognition as Nobel Laureates is that
we have embraced the power of our intellectual freedom and creative inspiration to do our part to advance
the human condition. No government can restrict freedom of thought and association without having a
negative effect on such important human innovation. Indeed, we Laureates are distressed that your
government continues to block access to the main Nobel Prize web site (www.nobelprize.org).
During former Chinese President Hu Jintao’s state visit to the United States in 2011, he recognized that “a
lot still needs to be done in China on human rights.” While we welcome such honest assessments, we
hope that China’s new political leadership will move past merely recognizing the problem and seize this
important opportunity to take concrete steps towards embracing the fundamental rights of all Chinese
citizens. An essential first step is the immediate and unconditional release of Dr. Liu Xiaobo and his wife
Liu Xia.

Sau khi ông đã bước bước đầu tiên để đảm nhậm chức vụ chủ tịch của cộng hòa nhân dân Trung Hoa, chúng tôi viết thư này để chào mừng niềm hy vọng ở một lãnh đạo mới và những ý tưởng mới mà trong hệ quả chúng tôi trân trọng yêu cầu ông trả tự do cho tiến sĩ Lưu Hiểu Ba, người đoạt giải Nobel hòa bình duy nhất của thế giới đang bị giam cầm, và vợ ông, bà Lưu Hà.
Ngày 25 tháng 12 năm 2009, chính phủ của ông kết án 11 năm tù vì "kích động lật đổ" cho tiến sĩ Lưu, một nhà trí thức rất được kính trọng và người bênh vực dân chủ. Những kết án đó dựa trên những bài tiểu luận chính trị của đồng tác giả của "Hiến chương 08," kêu gọi cải cách chính trị một cách hòa bình ở Trung Quốc theo các nguyên tắc của tự do, dân chủ và nhân quyền. Không lâu sau khi Ủy ban Nobel Na Uy guyết định tặng giải hòa bình cho tiến sĩ Lưu, chính phủ ông đặt bà Lưu Hà vào tình trạng quản thúc tại gia, nơi bà bị cắt đứt liên lạc với thế giới bên ngoài hai năm sau đó mà không qua bất kỳ một quá trình pháp lý nào. Phản ứng lại việc tiến sĩ Lưu và bà Lưu Hà tiếp tục bị giam giữ, Nhóm làm việc của Liên Hiệp Quốc về bắt giữ người tùy tiện, một bộ phận độc lập và vô tư bao gồm các chuyên gia, đã đưa ra Quan Điểm số 15-16/2011 nhận định rằng việc giam giữ nêu trên vi phạm luật pháp quốc tế, tuy nhiên quan điểm này của họ vẫn chưa được giải quyết.
Xuyên qua tất cả các bộ môn, các tính năng đặc thù đưa đến sự công nhận chúng tôi là người đoạt giải Nobel chính là chúng tôi chấp nhận sức mạnh của trí tuệ tự do và nguồn cảm hứng sáng tạo để thực hiện phần vụ của mình ngõ hầu nâng cao các điều kiện sống của con người. Không có chính phủ nào có thể hạn chế quyền tự do suy nghĩ và tự do hiệp hội mà không gây ra ảnh hưởng tiêu cực đến các sáng kiến quan trọng như vậy cho con người. Thật vậy, chúng tôi rất đau lòng khi chính phủ ông tiếp tục ngăn chặn truy cập đối với trang web chính của Giải Nobel (www.nobelprize.org).
Trong chuyến công du Hoa Kỳ vào năm 2011, cựu chủ tịch Trung Quốc Hồ Cẩm Đào đã thừa nhận rằng "còn nhiều điều cần phải thực hiện ở Trung Quốc về quyền con người". Trong khi chúng tôi hoan nghênh những đánh giá trung thực đó, chúng tôi hy vọng rằng giới lãnh đạo chính trị mới của Trung Quốc sẽ nhận thức được vấn đề và nắm bắt lấy cơ hội quan trọng để thực hiện những bước tiến xây dựng các quyền cơ bản cho tất công dân Trung quốc.
