Dear Mister Minister,
it is with a great interest how we took the news of your upcoming trip to Vietnam, Sep. 17th to 21st.
But, it's also with a painful feeling each time we think back to vietnam-as-our-old-native-country, where its people have absolutely no right of expression in matters of democratization, justice, freedom, national security or national development.
37 years have gone by since the Hanoi regime made the promise of "independence - freedom - happiness" to its people, but such promise has never materialized into reality. As to "independence" the vienamese government could show only an ever-increasing submission to china, even chose to turn a blind eye at china's act of agression, when the chinese seized our Spratly & Paracel Archipelago at gun point, without any resistance whatsoever. At the same time, all aspirations of the people yearning for freedom have been cracked down mercilessly by the Hanoi regime: dissidents like Dr. Cu Huy Ha Vu, Dr. Nguyen Dan Que, Father Nguyen Van Ly, Reverend Thich Quang Do, lawyer Le Cong Dinh, blogger Dieu Cay ... all have been arrested and put to jail to snub away all voices of the masses. As to "happiness", behind the facade of what is seen as a booming economy, the overwhelming majority of vietnamese, under the yoke of a corruption-ridden government, must live a life of poverty and backwardness. Openly, officials embezzled government funds and foreign aids development funds. In the area of environmental management, the policy pursued worked against benefits for nature as well as for man. While here in Germany we chose to close all nuclear plants, the Hanoi regime chose to import discarded nuclear reactors from Russia, Japan for building up nuclear plants in populated areas ...
In consideration of all the negative issues as stated above, we would recommend that you, Mister Minister, will not just conduct a dialogue with the government of Vietnam on issues of business and politics in Vietnam, but also reserve some time for making exchanges of view with the social and religious communities' representatives. In such dialogues please mention the fate of all the political prisoners who opted for non-violence in their struggle, and make an intervention for their prompt release.
We highly evaluate all efforts for boosting up the economical relationship between Vietnam and Germany. A close and firm relationship in economy and politics between our old (native) and new (adopted) country would only encourage our countrymen in Vietnam to engage themselves with a spirit of freedom, justice in their positive transition ahead.
We strongly believe in the declaration made recently by our chancellor: "in the daily political life in europe and in the world, as well as in our private life, we will certainly always end up with compromises, sometimes really hard-to-take compromises, but these compromises bring about more advantages than disadvantages. But it's impossible to reach a compromise if there is a lack in the basic understanding of democracy in a framework of principles for democracy, as defined and stipulated by the constitution". We hope the meaning of that declaration by Mrs. Merkel will serve as the basis for positive suggestions to be made during your mission in Vietnam.
