V/v Chuyến công du Việt Nam của ông
Kính thưa ông Bộ trưởng
Chúng tôi lưu tâm đặc biệt tin ông công du Việt Nam nhân dịp Hội Nghị Á châu–Thái Bình Dương lần thứ 14.
Chúng tôi đánh giá cao ông sẽ đưa các khía cạnh môi sinh và nhân quyền vào các cưộc đàm phán với chính quyền Việt Nam. Cuộc đối thoại Việt Nam-Đức nên nêu rõ với phía Việt Nam một nền kinh tế thị trường không thể phát triển lâu dài khi không có tự do, dân chủ và nhân quyền
Đằng sau mặt tiền tốt đẹp, kinh tế Việt nam, một nền kinh tế nhào trộn chủ nghĩa Mác và tư bản man rợ, hiện đang gặp phải những vấn nạn to lớn như phụ thuộc Trung quốc, lạm dụng chức quyền bao che, dung túng cho thân nhân, gia đình trị, tham nhũng có hệ thồng lan lên đến cấp lãnh đạo nhà nước, đầu cơ bất động sản, nợ xấu ngân hàng, các doanh nghiệp nhà nước nợ nần chồng chất, hoạt động kém hiệu quả, không cho nước ngoài đầu tư. Cả nông dân Việt Nam cũng trở thành nạn nhân của chính sách nhà nước. Ruộng đất bị tịch thu để trưng dụng cho các khu công nghệ mà không được bồi hoàn hoặc chỉ nhận được tiền bồi thường không tương xứng. Hậu quả làm mức độ chênh lệch nghèo khổ ở nông thôn và giầu có ở thành thị ngày càng gia tăng.
Việt Nam ở thế kỷ 21 với chế độ cộng sản độc đảng không phải là một quốc gia dân chủ. Đảng cai trị đất nước rất nghiệt ngã. Việt Nam hiện tại là một trong những quốc gia thù nghịch lớn nhất với mạng điện tử Internet. Những nhà báo mạng Blogger, những người hoạt động cho nhân quyền, dân chủ, các luật sư nhân quyền và nhiều thành phần xã hội khác bị bắt bớ một cách độc đoán và bị kết án tù nhiều năm
Trên phương diện môi sinh, Hà Nội theo đuổi một chính sách thù nghịch con người và thiên nhiên. Trong khi nước Đức đình chỉ sự hoạt động của các nhà máy điện hạt nhân, Việt Nam lại nhập cảng các lò phản ứng từ Fukushima và Tschernobyl để xây dựng các nhà máy điện nguyên tử ở những địa phương dễ gặp thiên tai.
Trước tình trạng chính trị và kinh tế này của Việt Nam, người ta tự hỏi có gì biện minh cho việc đầu tư vào một chế độ tham nhũng như Việt Nam. Thêm vào đó còn nhiều trở ngại khác như luật pháp, các quy định hành chính, và thủ tục chấp thuận rất phức tạp.
Chúng tôi rất hoan nghênh nếu ông không những chỉ thảo luận về chính trị và kinh tế với chính phủ mà còn dành thời gian gặp gỡ đại diện của các nhóm xã hội dân sự. Chúng tôi cũng hy vọng ông sẽ công khai đặt vần đề các tù nhân chính trị và yêu cầu trả tự do cho những người hoạt đông nhân quyền như bà Tạ Phong Tần, Luật sư Lê Quốc Quân, Linh mục Nguyễn Văn Lý và nhiều người khác ...
Chúng tôi kính chúc ông và phái đoàn một chuyến công du thoải mái và thành công.

Ihre Reise nach Vietnam
Sehr geehrter Herr Minister,
mit großem Interesse haben wir die Nachricht von Ihrer Reise nach Vietnam anlässlich der 14. Asien-Pazifik-Konferenz aufgenommen.
Wir wissen es zu schätzen, dass Sie im Gespräch mit der vietnamesischen Regierung neben wirtschaftspolitischen Themen auch Aspekte der Umwelt und Menschenrechte anschneiden werden. Ein Dialog Vietnam-Deutschland soll auch den Vietnamesen deutlich machen, dass sich eine Marktwirtschaft auf Dauer nicht ohne Freiheit, Demokratie und Menschenrechte entwickeln kann.
Die Wirtschaft Vietnams, eine Mischung aus Marxismus und Raubtier-Kapitalismus, hat hinter der schönen Fassade große selbstgemachte Probleme wie einseitige Abhängigkeit von China, grassierende Vetternwirtschaft, Familienclans, systematische Korruption bis in höchste Regierungsebenen, Immobilienspekulationen, faule Kredite, marode, hochverschuldete ineffektive Staatsunternehmen, zu denen Investoren aus dem Ausland keinen Zugang haben. Auch vietnamesische Bauern sind Opfer der Hanoier Politik. Um Platz für Industrieprojekte zu schaffen, wird das Land der Bauern beschlagnahmt, ohne oder ohne ausreichende Entschädigung. In der Folge wächst die Kluft zwischen Armut in ländlichen Regionen und Reichtum in Großstädten unaufhaltsam.
Vietnam im 21.Jahrhundert mit der Alleinherrschaft durch die kommunistische Partei ist alles andere als ein demokratisches Land. Die Partei regiert mit harter Hand. Vietnam ist derzeit einer der größten Feinde des Internets. Regimekritische Blogger, Menschenrechtler, Demokratieaktivisten, Menschenrechtsanwälte u.a.m werden willkürlich verhaftet und zu langjährigen Haftstrafen verurteilt.
Auch in puncto Umwelt betreibt Hanoi eine menschen- und naturfeindliche Politik. Während in Deutschland Atommeiler stillgelegt werden, will Vietnam Reaktoren aus Fukushima und Tschernobyl importieren und Atomkraftwerke in sensiblen Regionen Vietnams bauen.
Angesichts dieser politischen und wirtschaftlichen Lage Vietnams fragt man sich, ob es gerechtfertigt ist, in ein korruptes System wie Vietnam zu investieren. Nicht zu verschweigen sind rechtliche Probleme, komplizierte Regularien und Risiken bei Genehmigungsverfahren
Wir begrüßen es sehr, wenn Sie mit der vietnamesischen Regierung nicht nur Gespräche über Wirtschaft und Politik führen, sondern auch Zeit finden, mit Vertretern der Zivilgesellschaft zu sprechen. Wir hoffen sehr, dass Sie dabei auch das Schicksal der gewaltlosen politischen Gefangenen in Vietnam offen zur Sprache bringen und sich für die Freilassung von Menschrechtsaktivisten wie Frau Ta Phong Tan, Rechtsanwalt Le Quoc Quan, Pater Nguyen Van Ly u.a.m. einsetzen.
Wir wünschen Ihnen und Ihrer Delegation eine angenehme und erfolgreiche Reise.

Subj.: Your official visit to Vietnam
Dear Mr Bundesminister:
It was with a great interest that we took the news of your official visit to Vietnam to attend the 14th Asia Pacific Conference. We appreciate it to know that in the dialogue with the Vietnamese side, beside the main thematic discussions in issues of economics, you will also attach subjects in Environment and Human Rights. Then, in such a dialogue it should be made clear to the Vietnamese side that, in the long run, a market economy cannot be workable without a context of freedom, democracy and human rights.
The economy in Vietnam, a mixture of Marxism and jungle-style Capitalism, despite its glitzy front-panel is only a system plagued with so many self-inflicted problems like: one-way dependence on China, rampant corrupt sub-units as run by clan connections, systematic corruption to the highest ranks in the government, a faulty credit system, ineffective state-run enterprises flooded in heavy bad debts to which investors from abroad have virtually no access ...The Vietnamese farmers themselves fall victims to policies as carried out by the Hanoi regime. To provide lands for industrial projects farm land was requisitioned by the government at no, or little, compensation. As consequence there is an unstoppable widening gap between Poverty in the rural areas and Affluence in the big cities.
Vietnam in the 21-st century has become anything but a democratic country, because of the monopoly as exerted by the Communist Party. It keeps the country under a very harsh reign. At this time Vietnam is known as the greatest enemy of the Internet. Bloggers criticizing the regime, activists for Human Rights and Democracy, human rights lawyers etc… are currently imprisoned indicted with year-long sentences.
Also, in the domain of Environment, Hanoi is conducting policies hostile to Mankind as well as to Nature. While we in Germany seek closure to nuclear plants, Vietnam still looks forward to importing nuclear reactors from Fukushima and Tschernobyl, or build nuclear plants in some sensitive regions.
Considering such a political and economic reality in Vietnam one cannot help asking whether it's a right thing to do investment in such a corrupt system. Not to mention the countless 'legal' problems, the complicate process, and risks, involved in the application for business permission.
We would appreciate it if you can have the time to get in touch with representatives of different civil societies. We do hope that, in the process, you would raise questions about the fate of the many political prisoners, and make a demand for the release of the activists like Mrs Ta Phong Tan, Lawyer Le Quoc Quan, Father Nguyen van Ly.
We sincerely wish you and your delegation a pleasant and successful trip to Vietnam.
