The Puerto Rico 3rd house district election (San Juan - 3) is one of the two most controversial elections that occurred on the island in 2020, with Eva Prados falling just short of being the first third party to win a district seat since the 1940s.
With similar accusations from the MVC regarding PNP fraud to the mayoral race, these allegations tend to distract from the fact that the MVC’s Eva prados had the best showing for a state legislative candidate for the MVC in 2020; winning the in person vote, similar to Natal in the Mayor's race.
Prados’ strength in the upscale southwest of the district combined the MVC-PIP strength that materialized in 2020. However thanks to the Longtime-PNP nature of the district, and the relatively less college educated north of the district with a strong absentee vote showing; Rep. Morales was able to win by 0.52%.
Ater her loss Prados - like Natal in the mayor’s race - alleged fraud in the “Unidades Especiales” or special precincts set up to deal with the mail in and early vote. Alleging fraud as said vote heavily favored the PNP and ultimately cost her the election.
Lastly, after Oscar Morales was sworn in, the prados and the MVC’s representatives ended up seeking for the House of Representatives to investigate the election and perform a revote, however due to lack of evidence, the majority PPD delegation refused to act on the MVC’s requests.

With similar accusations from the MVC regarding PNP fraud to the mayoral race, these allegations obscure the fact that the MVC’s Eva prados had the best showing for a state legislative candidate for the MVC in 2020.
Prados’ strength in the upscale southwest of the district built upon MVC-PIP strength that materialized in 2020, however thanks to the Longtime-PNP nature of the district, and the less upscale northeast* with a strong Absentee vote showing; Rep. Morales was able to win by 0.52%.
However, after her loss Prados - like Natal in the mayor’s race - alleged fraud in the “Unidades Especiales” or special precincts set up to deal with the mail in and early vote. Alleging fraud as said vote heavily favored the PNP and ended up ultimately costing her the election.
Note: she had no evidence and the claims were thrown out of every court that looked at it, alongside the Natal case which Prados’s case was tied too.
Lastly, after Oscar Morales was sworn in, the prados and the MVC’s representatives ended up seeking for the House of Representatives to investigate the election and perform a revote, however due to lack of evidence, the majority PPD delegation refused to act on the MVC’s requests.
