The 1992 Gurabo Mayoral Election, the first time that a member of the PNP won the Mayoralty of Gurabo saw Victor "Vitito" Rivera beat Angie Flores to become Mayor of Gurabo
Aided by a deteriorating PPD margin throughout the 1980s and the Statewide landslide where PNP Pedro Rosselló by 4% island wide and 5% in Gurabo, Rivera was able to Flores by nearly 3%.
However, Flores—through the PPD's longtime Political Machine here was able to overperform PPD Gubernatorial candidate (and daughter of the first elected Governor of Puerto Rico) Victoria Muñoz Mendoza by just over 2%. In doing so, displaying a respectable overperformance for a first time candidate, even as she lost.
