The 2012 PNP Primary for PR's 6th house district, a contest between incumbent Ángel Pérez and Guaynabo Legislative President Tony Soto resulted in Pérez losing in an impressively narrow contest considering he had the Local PNP machines campaining hard against him.
A political ally of his wife Liza Fernández—who was elected to the senate on the same night—and San Juan Mayor Jorge Santini; Pérez had made an enemy of Powerful Guaynabo Mayor Héctor O'Neil following the 2008 Elections
As a result, O'Neil, and his allies Senate President Thomas Rivera Schatz, Bayamón Mayor Ramon Luis Rivera, and Cataño PNP President Félix "El Cano" Delgado campaigned hard against Pérez, proping up Tony Soto—leading him to clinch the nomoination in this safely PNP District
However, despite Soto's eventual certification as the winner—Pérez lead in the first of two General canvases (Soto lead in the second), and it was found that multiple instances of fraud on behalf of Soto had taken place in the primary.
Despite these findings of fraud, and many Guaynabo Municipal, Territorial Senate, and House employees/contractors being implicated, no PNP politicians were directly implicated in the fraud.
Morover, Thomas Rivera Schatz, Héctor O'Neil, Speaker Jenniffer González, Governor Luis Fortuño and most PNP officials opposed a special election to determine the nominee, or punishing those implicated.
As such, despite the fraud, and calls for a special primary by Pérez and officials like Jorge Santini, Soto was certified as a candidate, and few consequences occured as a result of the electoral fraud.
