William J. Hughes vs Frank LoBiondo, a contest between the 20 year incumbent from Ocean City and the Assemblyman from Vineland was a closer than expected contest for the Incumbent Democrat.
Because of the General Anti-Democratic environment in New Jersey in 1990 due to Florio's Tax increases, and LoBiondo's political strength, Hughes was held to the smallest margin of his entire career. Something which contributed to his decision to retire in 1994.
That Retirement, coupled with LoBiondo Running again in 1994, resulted in the Assemblyman from Vineland becoming the Congressman from Vineland, winning by almost 30%, the standard Republican Revolution Conservative would hold the seat for 24 years until his retirement in 2018.
