The partially redacted probable cause document states that on July 11, 2023, the Rogers Police Department received a direct call. The call was about a person having "sexual relations" with Neipling; the caller's identity has been withheld. The victim said that on July 8 at a house, she had sexually attacked Neipling.

Police claimed to have spoken with Neipling on Thursday. Neipling is said to have initially disputed the accusations after being informed that she was free to go and was not required to speak to him, but afterwards "admitted to having sexual relations" with someone whose identity has been redacted, according to the document.
